MATERNA Romania develops the first integrated information system for the social welfare services in Moldova

MATERNA Information & Communications Romania will create and implement an application for the Republic of Moldova’s Ministry of Labor, Social Protection and Family. The project comprises the development and implementation of a software application to automate the social welfare services information system. It is financed by the World Bank and will be carried out in partnership with Conseil Santé SA, France.
Mrs Valentina Buliga, the Republic of Moldova’s Minister of Labor, Social Protection and Family explained that the aim of the project is to create an effective, modern tool so that the social welfare staff can identify people in need more easily. It will also ensure the availability of any information which is required to make appropriate decisions when providing social benefits or when detecting and implementing the correct provision of social services.
The project will run in 2011 and 2012 and is part of an integrated plan amounting to 4.5 million dollars. Its objective is to help the Ministry of Labor, Social Protection and Family of the Republic of Moldova to manage social services efficiently and transparently. To achieve this objective, the project is divided into seven main steps:
- The development of the new functional model and the procedures for granting rights and payment of social services.
- The development and modernization of monitoring and quality control devices.
- The development and implementation of the budgeting, accounting and statistics functions.
- User training for the management team at the Ministry, for IT users and for end users.
- Supplying technical and user documentation.
- Full system integration.
- Warranty services.
