Government Site Builder
The standardised Content Management system for the German Federal Administration, Government Site Builder (GSB), the Content Management solution from the German e-government initiative, provides a standardised Content Management system (CMS) for all federal administrations and agencies. The Federal Administration Office contracted MATERNA to implement the solution and to adapt it to the requirements of federal agencies.
The Government Site Builder is a comprehensive Content Management solution which is based technologically on a CMS in the highest performance category (CoreMedia). The GSB is client capable, recommended by the “Standards and Architectures for E-Government Applications” (SAGA), enables websites to be implemented as accessible and
barrier-free according to the “Barrier Free Accessibility Information Technology Directive” (BITV) and provides a configurable layout which is oriented towards the Federal Government’s Internet Style Guide. Designed as a modular system, the GSB is made up of numerous preconfigured modules which can be taken on as standard or which can be adapted easily. A special configuration level enables maintenance and enhancements to be carried out without any programming knowledge. The open architecture (Java, XML, LDAP) also offers numerous possibilities for integrating or interacting with third systems.
With GSB, public agencies can set up their internet and intranet sites very quickly and economically. For the institutions in the Federal Administration of Germany the use of Government Site Builder is obligatory according to a ruling by the Federal Cabinet on 9 March 2005. It can be operated centrally from the Federal Administration Office or decentrally by the agency itself. For agencies within the federal administration, a competence centre has been set up in the Federal Administration Office, which is there to advise on setup and use.
As part of DeutschlandOnline, the Government Site Builder is also provided to the agencies in the states and municipalities free of charge if they have the required basis software (in particular CoreMedia licences).

Successfully tested in the BITV Test
95plus is a list of service providers which have proven they are able to create accessible
, barrier-free websites. One of the criteria for being included in the list is that a website developed by the provider achieves 95 points or more in the BITV test from BIK, proving that it has been evaluated as being “very accessible”. MATERNA is included on the list with several internet portals such as, for example, the German Federal Assembly and the Robert Koch Institute.
