Specialised Procedures (Customs, Judiciary, BOS)
A large proportion of public administration tasks cannot always be dealt with using standard software. In many fields unique to this sector, the electronic support of administration processes is so complex that it requires specific planning, development and implementation. IT solutions based on the individual requirements of government agencies are therefore an important focus of MATERNA's portfolio. We have gained experience over many years implementing numerous large-scale projects in the federal and regional authorities. This led to the development of specialist applications for the various task areas of customs, the judiciary and authorities and organisations responsible for policing and national security (BOS).
Administrative procedures for customs
The ATLAS (automated tariff and local customs handling system) IT procedure of the German customs authority was developed by MATERNA on behalf of the Federal Ministry of Finance in Germany in collaboration with the Centre for Information and Data Technology. As a software developer, MATERNA devises specialist and technical concepts, programs software components and is responsible for the integration of the complete system.
250 staff currently take care of the operation, maintenance and further development of the system. 5,700 employees in almost 350 customs offices use ATLAS. Over 20,000 ATLAS participants send in approx. 900,000 customs declarations and 500,000 shipping declarations electronically via ATLAS every month. Thanks to ATLAS, customs declarations are even possible via the internet.

Specialist procedures for the judiciary
With a series of specialist applications in the judiciary, MATERNA has established itself as a reliable partner and has implemented IT solutions specific to the legal authorities. These include, for example, specialist procedures for the prison service, costs collection and fines collection for the court cashiers in the public prosecutors offices, social jurisdiction and solutions for electronic legal transactions.

Public agencies and organisations with security functions require IT infrastructures which are particularly reliable and above all which are audit-proof. Sensitive data has to be transmitted specifically and made available only to those staff responsible for that particular case.
Since 1989 MATERNA has been taking care of the IT structures for numerous public agencies and organisations with security functions in Germany. Our focus includes the implementation of ITIL® based IT Service Management solutions as well as user helpdesks, portal and content management solutions, directory services, central mail servers and software distribution, inventory and processor systems. MATERNA also implements links between these networks and mobile networks.

Our customers include numerous state police departments, the German Federal Police, criminal investigation bureaus as well as various ministries and other organisations in Germany.
With the communication system EPOST 810 MATERNA has developed an IT procedure which transfers audit proof information between police establishments in the federal states of Germany. EPOST 810 supports formal communication between police authorities and establishments. The solution is based on a high performance, failsafe server technology and was implemented as a web solution. Web services (SOAP is used as the communications protocol) enable 3rd party systems to be connected up to EPOST 810 and also form the basis for a Service Oriented Architecture (SOA) approach.
