A large portion of the tasks that the public sector deals with cannot always be handled with standard software. Materna is highly specialized in the realization of individual specialized procedures for public authorities.
In many business-critical areas, the electronic support of administrative processes is so complex that software projects must be planned, designed and implemented individually.
Materna has already successfully completed numerous major projects for federal and state authorities. These complex projects can only be successfully implemented with professional project management and mature process models. We accompany our customers from the specification of requirements through design and development to successful roll-out and also take over regular further development. Our specialist applications are based on XÖV standards and are based on all common technologies such as.NET, Java, JEE, BPM, Open Source or standardised platforms such as Microsoft Dynamics or PEGA.

We have successfully implemented our own process model based on our own quality management system for several years now. We supplement this procedure model with the necessary areas from the Unified Process due to our diverse experience in project management and implementation. We can also further expand the V-Modell XT project procedure model based on Unified Process issues. We adapt the different development models to the requirements of the respective projects. The result is a project and development model that meets your requirements and in the quality you need.
We also employ agile methods: we are proficient with Scrum or V-Modell XT-based procedures that have been supplemented with agile techniques.
Since 1992, Materna has been continuously working on the further development of the ATLAS (Automated Tariff and Local Customs Processing System) IT system for the German customs administration. Materna developed ATLAS on behalf of the Federal Ministry of Finance in cooperation with today's ITZBund (German Federal Centre for Information Technology). Within the scope of software development, Materna develops functional and technical concepts, realizes software components and supports the integration of the entire system. ATLAS is used to process declarations for the introduction of goods and their subsequent entry into a customs procedure and administrative documents electronically.
Materna also implements the EMCS (Excise Movement and Control System) IT system for the processing of excisable goods. The EMCS system makes the process easier for everyone involved: The entire transport of goods is documented and controlled largely automatically. The processing effort, paper quantities and the duration of the transport procedure have thus been considerably reduced.
With a number of specialist applications in the judiciary system, Materna has established itself as a reliable partner and implemented judiciary-specific IT solutions. These also include specialist procedures for the penal system (BASIS-Web), the execution of fines (GSV-Web) at the public prosecutor's offices, the electronic commercial register (EHUG) and solutions for electronic legal transactions.
Materna realizes projects that are individually adapted to the requirements in the security environment. Materna offers professional IT solutions that reliably support government agencies and various supporting organizations in carrying out their duties and tasks.
Another factor in meeting the requirements for secure solutions is our partnership with secunet Security Networks AG and the resulting integration of the SINA workflow solution in electronic files and procedures.
Materna is involved in various lighthouse projects in the field of transport authorities. Among the solutions developed by Materna is the Mobility Data Marketplace (MDM) of the Federal Highway Research Institute (BASt). MDM is an exchange platform for traffic information for federal, state and local authorities as well as privately owned providers. In addition, Materna operates the portal in its own certified data center.
Materna developed and implemented software for the organization of civil emergency preparedness for the Federal Office of Goods Transport (FOPH). Materna's services cover the complete spectrum of software development: from the analysis and creation of the specifications to the conception, specification and implementation of the system.
For more than ten years Materna has been working as an implementation partner for the German Emissions Trading Authority (DEHSt) at the Federal Environment Agency and supports the authority in numerous tasks relating to emissions reporting. Materna creates forms applications for monitoring concepts and allocation requests as well as for emission reports. Over time, Materna has developed more than 20 forms management applications for DEHSt, including in recent years the web applications for emissions reporting for stationary plants. Materna also develops forms management applications for the air traffic sector.
EPOS (Electronic Personnel and Time Management) provides the public sector with a web-based human resource (HR) system. Materna supports public authorities with the introduction and operation of the system, with individual adaptations, the connection of third-party systems and conducts product training courses. EPOS maps business processes from personnel, organization, job and working time management.
